You can take the lift to the 38th floor then use the escalator up to the viewing level entry without paying. I feel that they will work this out soon & put the payment level on L3 where the lift is. If you want to, you can pay to go up to the outside & get a spectacular 360° view of Osaka. There are 2 levels when you get up to the Sky Observatory.
