Hotel Mucura has all the essentials that you need. Definitely not a luxury hotel, but it was perfect for us since we spent most of the day outside the hotel and only returned to the hotel to sleep. It is a very quiet hotel at night. Very close to the airport. You can walk to and from the airport. It's only 4 blocks away. We walked with our carry on luggage and backpacks at midnight and the neighborhood seemed safe enough. Transportation (Uber) from the tourist zone of Bocagrande to the hotel is about US$3 to $4 max. If you want to rent a car in Cartagena, the rental company Localiza is just in front of the airport. One day with an economy (basic) car (Suzuki S-presso) with full insurance came out to US$38 aprox. Driving in Cartagena can be very chaotic with lots of motorcycles everywhere. Definitely need to have "nerves of steel" to drive there :-) . The hotel has a small garage of its own.
